a big big portion of the problem. thank you. host: what energy end of the year energy issues are we looking at here and which ones are likely to get punted down the road? guest: that's a good question. i'm not sure what energy issues -- i'm not aware of any -- host: tax issues? guest: tax issues for the fiscal cliff. but going down the road you definitely have some issues. there's the need for a new highway bill, they've had trouble tasking the highway legislation because no one is willing to increase the gas tax. and our gas taxes are the main ways we pay for new roads and bridges and that kind of thing. so i think that's a relatively short-term problem. and then over the long term, which i've talked about here before, is that given that we're going to need some rev now help solve our future fiscal burden, one of the most sensible places to raise revenue would be through a carbon tax or something similar because that can also help us reorient our energy priorities to cleaner, less damaging greenhouse gases type of energy. host: i want to note that you can go to the c-span fiscal cl

of what feels like here, bill. a lot of energy at the white house, a lot of curiosity surrounding this meeting. what you can't see from here and what i can't show you, unfortunately, is just about 50 yards from here is where you saw speaker boehner walking into the building, and we've got a whole cadre of white house still press photographers up on ladders peering over the hedge trying to get a picture of the leaders as they walk in and just to the left of that crowd is another crowd of reporters all gathered around the stakeout cameras. that's where the leaders could come out and talk to microphones if they wanted to say anything after this meeting. there's a lot of anticipation of whether they will say anything after this meeting, and it's widely seen that this would be a good sign for negotiations if they do come out and talk. a lot of previous white house meetings, they have not come out to say anything afterwards, so all those folks waiting over there might be waiting in vain here at this point, but at this point we know most of the major leaders are in the building, and we'l

deductions and credits from the stimulus bill, on clean energy, wind energy, education tax credits would be preserved under this deal. unemployment benefits extended for a year. there would be a doc fix. that is preventing doctors who work under medicare from having their reimbursements dramatically cut and you've had a fix to the alternative minimum tax, protecting tens of millions of families from a huge increase in their tax bill based on some provision that was originally intended only to hit people at the top. that's what we know so far but there's still elements in play and democrats have not yet scheduled a caucus meeting in the senate to sell this deal to their members. when they do that, you can expect vice president biden to go to the hill, talk to democrats, try to persuade them to vote for this. >> you mentioned in the biden/mcconnell talks, a couple of sticking points. one is the sequestering. what was the second one? >> well, there's disagreements over the estate tax. there's disagreements over the, how to pay for and whether to pay for the so-called doc fix. there's a whol

income tax credit with a college tuition tax credit or the alternative energy tax credits are things that i value and democrats value. the one piece of this puzzle that is rumored to be permanent is a patch to the so-called alternative minimum tax or amt. that would protect the middle class folks making $40,000, $50,000 range from being hit by that tax, which is really not often discussed in what i'm seeing in terms of media coverage. it is a very complex menu of things, chris, that we are debating and discussing here in the senate and the house. it is my hope that we can follow senator harken's core value which is to make sure that revenue raised is being invested in a way that protects the middle class and strengthens our economy. >> senator, let me ask you. i want to go a little bit broader. you were an executive prior to coming in the senate. you elected to the senate in 2010. you haven't been there all that long. certainly compared to everyone else there. are you surprised, amazed? what is your read-out that we are where we are on this? i'm looking at the clock. 10:47:50. the fa

essentially got everything he wanted on tax policy, not just on rates but the credits for energy and education, the amt fix, the doc fix, and the republicans got very little if anything they wanted on the spending. a lot of democrats are miffed the president didn't take off the debt ceiling renegotiation in six weeks but i think the republicans are going to have a very, very hard part on what will be chapter two of this negotiation because they trial ran the medicare voucher proposal they had, and that went over very, very poorly during the election and they don't like defense cuts that are in the sequestration right now, so it's hard for me to know where the republicans really go in stage two of this on the spedding cuts. so i think the president has done very well for himself. >> dr. peterson, what's your sense of the president's speech today? it almost sounded like the president was daring house republicans to cross him. >> i think the president's tone today does reflect what julian said, which is that 11% approval rating, the idea it looks like the house will be holding the ball at the end
